He was born on 4 January 1959 in Hiranagar Tanda, Taluka Mukhed, District Nanded, Maharashtra. He was born into an extremely poor family where basic necessities were difficult to manage. Despite these difficult circumstances, Motiram Rupsingh never gave up on education. Coming from a family where everyone was uneducated, he became a symbol of hope and inspiration for his community. He was the first person from his tanda (settlement) to become a government employee.

His family consisted of seven siblings — four sisters and three brothers, and he was the youngest among them.
